It sucks, but there are no better options. Three tries, each a different restore point and each time it acted like it was working only to come back and tell me restore wasn't working! Other sites want you to download install and run a fix tool for it. Now that isn't true any more!.

I have checked services and Volume ShadowCopy is on Automatic. Then I press it just once & wait between 2secs & 20secs & whalla! Having a daily separate data backup allows you to make sure your restored data is current. Running the System Restore tool will restore your Windows operating system files to an earlier state, and this may fix system corruption problems if the operating system wasn't damaged at that

Anyways, the life saver was the tip on doing the refresh from safe mode (shift click + restart) as I had tried a refresh earlier with no effect.
